Which licences Saudi Arabia exchanges without a test, the documents and Absher steps, and what drivers from India, Pakistan and other countries should do instead.
New arrivals in Saudi Arabia often ask the same question: can I just swap my home licence for a Saudi one? For some drivers the answer is yes. For many drivers from South Asia the answer is no, and you'll need to go through a driving school. Here's how to tell which group you're in.
How long can you drive on a foreign licence?
A foreign or international licence can be used for a limited time only, generally up to one year from entry, and only while it is valid. Once you hold an iqama and plan to work as a driver, you need a Saudi licence. No employer should put you on the road as a professional driver on a foreign licence.
Who can exchange without a test?
- GCC licence holders: licences from the UAE, Qatar, Kuwait, Oman and Bahrain can normally be exchanged.
- Approved countries: Saudi Arabia keeps a list of roughly 47–48 countries whose licences can be converted. It includes the UK, USA, Canada, Australia, New Zealand and most EU countries.
- Everyone else: licences from countries that are not on the list, including India, Pakistan, Bangladesh, Nepal, Sri Lanka and the Philippines, generally can't be swapped directly. You go through an approved driving school, which assesses you and may place you in a short course if you're experienced.
The list changes from time to time. Check the current list on Absher or with the traffic department (Muroor) before you book.
Documents you'll need
- Original foreign licence and a copy
- Certified Arabic translation if the licence isn't in Arabic (usually not needed for GCC licences)
- Valid iqama and passport
- Medical check result from an approved centre
- Passport-size photos
- An Absher appointment confirmation
Steps to exchange
- Get your licence translated by a certified translator (if needed).
- Do the medical check (about SAR 100–200).
- Book a "replacement of driving licence" appointment in Absher.
- Attend with your original documents.
- Pay the licence fee through Sadad and collect your licence, often on the same day.
If your licence can't be exchanged
Don't worry. Thousands of drivers from South Asia get Saudi licences every year through driving schools. Your employer usually registers you. After an evaluation drive you're placed in a course; experienced drivers often get the shortest one. Then you sit the theory and road tests. Our heavy licence guide walks through the same school process for trucks.
Returning to Saudi Arabia?
If you held a Saudi licence before and are coming back on a new visa, ask the traffic department about replacing or renewing your old licence rather than starting again. Bring a copy of the old licence if you have it.
Next steps
Browse driver jobs in Saudi Arabia. Many employers ask for a valid Saudi licence, while others recruit from abroad and arrange the licence after arrival. The job ad usually says which.
Common questions
Do I need an international driving permit?
An international permit helps during your first months with a foreign licence, but it doesn't replace a Saudi licence once you're a resident working as a driver.
My home licence has expired. Can I still convert?
Usually you need a valid licence to convert. If yours has expired, renew it at home first, or expect to take the driving school route.
How much does translation cost?
Prices vary by translation office. Use a certified translator recognised by the traffic department, as uncertified translations are often rejected.
Can I convert a heavy licence from India or Pakistan?
Generally not directly. Bring it anyway, because it shows your experience during the school evaluation.
