Oman Driving Licence for Expats: Exchange or Learn

The Royal Oman Police process for expat drivers: who can exchange, the learning route, test fees and renewal every two years.

Oman needs drivers for construction, logistics, oil and gas sites, and private households. Every driving job needs an Omani driving licence issued by the Royal Oman Police (ROP). Here's how to get one.

Who can exchange without a test?

Holders of licences from GCC countries and from a list of other countries can swap their licence directly. The list has included the UK, USA, Canada, Australia, New Zealand, several European countries, and some Arab countries such as Jordan, Lebanon, Morocco and Tunisia, as well as Turkey and Brunei. Licences from South Asia generally need the learning route below. Confirm the current list with the ROP.

Exchange steps

  1. Get an eye test from an approved optician and a blood group statement from a registered clinic.
  2. Prepare two passport photos (blue background), your passport and residence card.
  3. Submit at an ROP licensing office and pay the licence fee.

The learning route

  1. Choose an instructor or driving school. Lessons are often charged by the hour; full packages cost a few hundred rials.
  2. Gather documents: residence card and passport copies, photos, your sponsor's no-objection letter, blood group statement and eye test.
  3. Apply at the ROP Directorate of Licensing and receive your learner log book.
  4. Phase 1 tests: traffic signs, parking and slope control.
  5. Phase 2: a road test in real traffic with an ROP examiner. Each test attempt has a fee, so prepare well.

Validity for expats

For expats, light and heavy licences have been issued for two years at a time, so you'll renew more often than Omani citizens. Keep an eye on the expiry date and renew on time.

Heavy drivers in Oman

Heavy vehicle drivers (transit mixers, tippers, trailers) are in steady demand. If you already drive heavy vehicles at home, ask the employer whether they arrange the heavy test and cover the cost. See our guide to transit mixer, HIAB and other specialist driver jobs.

Common questions

Can I drive in Oman on my home licence?

Visitors can drive on a valid international driving permit for a short time. Residents who drive for work need an Omani licence.

Do I need my sponsor's permission?

Yes. The learning route needs a no-objection letter from your sponsor or employer.

Can I learn on a manual car?

Yes. Manual and automatic lessons are both available. A manual pass gives you more job options with trucks and vans.

What happens if my residence changes?

The ROP has said licences stay valid despite some changes in residency status, but keep your licence and residence card up to date and renew on time.

Fees, eligible countries and validity periods can change. Check with the Royal Oman Police before applying.
